What it is for
- The year is the container everything else hangs from — nothing can be dated or priced until it exists, which is why it is step 1.
- A year moves draft to published to locked, and each of the three means something different at the counter.
- Published means the counter may sell from this year's rates and devotees are planning journeys around its dates.
- Locked means the year is closed history, and it is what a calendar-driven manorath needs before it can be receipted.
What it will not let you do
- Change a rate or move a festival date once the year is published — return the year to draft with the "Back to draft" button, make the change, and publish again. The refusal names that button.
- Change anything at all once the year is locked — there is no way back. A correction is made with a new rate in a new year, never by reopening closed history.
- Lock a year that is incomplete — every festival on the calendar must carry a date and every fixed-rate offering must carry a rate. Every problem is named at once, so you fix them in one pass rather than one refusal at a time.
- Open a second year for the same temple and the same year, or carry a year forward on top of one that already exists — open the existing year instead.
- Publish or lock a year at the window — that is the Premise Manager's. Ask them.
- The one sanctioned exception, and it is deliberate: a mid-year rate change on a published year still works, through the rate-change action on 3 · Set Prices. It closes the old rate's window the day before and opens a new one, so history is added to and never overwritten.
