What it is for
- The only route to reversing a voucher: someone asks, and someone else decides.
- A cashier may ask. A Premise Manager decides — and never the one who asked.
- Nothing is deleted and nothing is renumbered. The original keeps its number and the reversal is recorded against it.
- A rejection is an answer too, and it is kept.
What it will not let you do
- Decide a request you raised yourself — a Premise Manager who did not raise it must. The refusal says so plainly.
- Approve or reject at the window — a cashier asks only. Ask a Premise Manager.
- Reverse a voucher twice, or refund something that was never issued as a voucher.
- Raise a second request while one is still waiting for a decision — decide that one first. A rejected request may be raised again.
- Ask for a refund on another temple's voucher — raise it at the temple that owns it.
- Change the voucher, the reason or the settlement method after filing — reject it and raise a fresh one, so the decider is deciding the request that was actually made.
- Reject without a reason — the devotee was told something, so record what.
- Edit or re-decide a request once it has been decided, or delete one at all — reject it instead; a decided request is a record.
- Set the outcome by hand instead of using the buttons — that would leave a decision with no decider.

- Cashier — add, but not edit
- Accounts Manager — view only
- Premise Manager — add and edit
- iAdmin — add and edit
- every role sees their own premise only
