What it is for
- Money the temple spent, and who approved it.
- Every expense walks the same three steps: Draft, then Awaiting approval, then Validated. Nothing arrives already validated.
- The person who entered an expense is never the person who validates it.
- Only validated expenses reach the trustees' figures — a draft counts nowhere, which is the usual answer to "why is my expense missing".
What it will not let you do
- Enter an expense straight into Validated — it always starts as a draft and is walked through.
- Validate an expense you entered yourself — a manager who did not enter it must.
- Validate or send back at all without being a Premise Manager — the refusal names who does hold that authority.
- Send an expense back to draft without a written reason — a rejection without one is the finding an auditor writes up. The reason is kept.
- Submit or validate an expense whose month has since been closed — the month is checked again at each step, not only when the expense was entered. A manager must reopen the month first, and the reopening is recorded.
- Record, change or delete an expense dated inside a closed month — including moving one out of a closed month to another date.
- Enter a zero or negative amount — a refund or a correction is its own entry, not a negative one.
- Book an ordinary expense to the shortfall-adjustment category — that category is where a counted cash variance lands, and a variance is settled from the cash count itself.
- Edit a cash-variance settlement afterwards — a correction is its own entry, and the reopening of the month that allows it is recorded.
